Carol Stukes is a trustee of the Philadelphia Board of Pensions and Retirement, serving a fourth elected four-year term. Ms. Stukes has been with the City of Philadelphia for 36 years as budget analyst with the Office of Behavioral Health Services / Mental Retardation Services. During her employment with the city, Ms. Stukes was elected to several union positions with AFSCME District Council 33 Local 1637 and AFSCME District Council 47 Local 2187. For both district councils and locals, she held such offices as shop steward, executive board member, and delegate. Under District Council 47, she was appointed co-chair to the Pension and Benefit Committee and delegate to the AFL-CIO. Ms. Stukes was treasurer for Local 2187 until 2003. Ms. Stukes was elected to the board in 1994. Carol is a member of the Proxy Committee, Medical Panel Subcommittee, and the Travel Policy Committee for the Pension Board. Ms. Stukes is chairperson of Mid-Atlantic Plan Sponsors (MAPS). Carol is the recipient of Trustee of the Year Award (1998) and Pathfinder Award (2003) from the National Association of Security Professionals, and a Trailblazer Award (2003) from MAPS. Carol is a member of the NCPERS Executive Board, where she serves as a member of the Audit, Insurance, and Resolutions Committees.
