Carol G. Stukes
Philadelphia, Pennsylvania
Carol Stukes is a trustee of the City of Philadelphia Board of Pensions and Retirement, serving a fourth elected 4-year term.
Ms. Stukes has been with the City of Philadelphia for 36 years as Budget Analyst with the Office of Behavioral Health
Services/Mental Retardation Services (formerly Health Department). During her employment with the City, Ms. Stukes was elected
to several union positions with AFSCME District Council 33 Local 1637 (Blue Collar Workers) and AFSCME District Council 47 Local
2187 (White Collar Workers). For both District Councils and Locals, she held such offices as Shop Steward, Executive Board
Member and Delegate. Under District Council 47, she was appointed co-chair to the Pension and Benefit Committee and delegate
to the AFL-CIO. Ms. Stukes was the Treasurer for Local 2187 until 2003. Ms. Stukes was elected to the Board in 1994. Since
her election, the Opportunity Fund was created to allow smaller investment firms an opportunity to participate in the City
funds. A Pension Obligation Bond was purchased, increasing the assets by over a billion dollars. A Pension Adjustment Fund
was created to give bonus to retirees. The DROP Plan was implemented for both uniform and non-uniform employees. A Loan
program for Deferred Compensation members was passed and implemented. Carol is a member of the Proxy Committee, Medical Panel
Sub-Committee and the Travel Policy Committee for the Pension Board. Ms. Stukes is the Chairperson of MAPS (Mid Atlantic Plan
Sponsors), which is an eleven state organization that allows pension fund trustees, administrators and service providers to
exchange ideas and information to enhance professional development to its members. Carol is the recipient of Trustee Of The
Year Award (1998) and Pathfinder Award (2003) from the National Association of Security Professionals and a Trailblazer Award
(2003) from Mid-Atlantic Plan Sponsors. She also completed Trustee Education given by the International Foundation of Employees
Benefits (2001 and 2002) and Wharton School of Business (2002). Carol is a member of Our Lady of Hope Roman Catholic Church and
a member of its Parish Council. Carol is a member of the NCPERS Executive Board where she serves as a member of the Insurance
and Resolutions Committees.
