Ryan R. Francis
Ryan Francis is the Director of Communications for the National Conference on Public Employee Retirement Systems (NCPERS). He is tasked with overseeing the organization's communications strategies with an eye toward increasing NCPERS' visibility among the various stakeholders in the pensions community, including state and federal legislators, the media, and the general public. Prior to joining NCPERS, Ryan served as Special Assistant to the Executive Director of the Pension Benefit Guaranty Corporation, where he helped shape testimony and speeches, provided research and briefing material to Administration agencies, helped managed executive communications, and was involved in special projects for the Corporation. Ryan began his career in Washington as a staff assistant in the office of former Senator John Breaux (D-LA). After leaving Capitol Hill, he joined a trade association where he managed the state government affairs and grassroots communications efforts before becoming manager of regulatory affairs. In that capacity, he was involved in the development of national standards and codes for life safety, building accessibility and indoor air quality. Ryan also has served as Deputy Director of a trade association, staff writer for a monthly city-regional publication, and as Senior Account Manager and Director of State Affairs for a public affairs firm, where his responsibilities included strategic and grassroots communications, media outreach, marketing and client relations.
