In recent years, one of the biggest threats to retirement security has been the issue of health care. Recognizing that promoting and preserving retirement security encompasses more than ensuring public employees continue to receive defined benefit pensions, NCPERS concluded that taking up the issue of health care was integral to ensuring that public sector employees continue to be afforded a dignified retirement. To that end, NCPERS has become a leader on health care issues as they related to the public Sector.

As early as 2002, NCPERS convened a Task Force to study the health care challenges facing public sector providers, insurers, employers, employees, and retirees, and to propose solutions to address or alleviate those issues. Furthermore, NCPERS inaugurated the Public Sector Health Care Symposium and Exhibition in 2006 to bring together all the public sector health care stakeholders and for the first time discuss the health care crisis in a comprehensive fashion.
