Report on 2007 State Legislative Bills Available

NCPERS is pleased to announce that its state legislative tracking report is available for download at www.NCPERS.org. The report, Selected State Retirement and Pension Legislation Enacted in 2007, consists of bills enacted in the 50 states, the District of Columbia, and the Commonwealth of Puerto Rico in 2007 legislative sessions. The report also includes certain bills that, while not enacted, will be carried over into the 2008 sessions, at the very least for study.

Included among the bills passed in 2007 are Connecticut House Bill 5707, which prohibits municipalities and special taxing districts from diminishing or eliminating retirement benefits for retired employees who no longer have the benefit of collective bargaining representation; legislation in New York extends the right of public employees to negotiate for retirement benefits not requiring approval by act of the legislature; and new pension, death and other retirement benefits to domestic partners of certain state and municipal employees in Rhode Island. The report also includes information on a bill in the Arizona legislature that proclaims support for defined benefit plans, noting that “the Members of the Legislature oppose in principle the replacement of defined benefit plans with defined contribution plans as the core retirement benefit for participants of the Arizona State Retirement System, whether that replacement takes the form of mandatory or optional conversion.”

The report is designed to allow NCPERS members quick access to information on pension legislation from across the country and may be used as a reference as state legislatures take up pension-related bills in 2008 sessions.
