County of HumboldtCPS HR Consulting is pleased to be assisting County of Humboldt in their recruitment of a County Counsel.
The Office of the County Counsel is the legal advisor to the County of Humboldt. The Office provides legal advice and representation to the Humboldt County Board of Supervisors, County Elected and appointed officials and departments. The Office provides legal guidance and support, crafts legal strategies, gives training, drafts and reviews legal documents, analyzes legislation and represents the County in litigation. Leading a staff of 15, the County Counsel will build and support this legal team to meet the needs of the organization.
The County Counsel will demonstrate leadership experience to represent Humboldt County at the local, state, and national levels by collaborating with stakeholders, as well as internally with county executive leaders and staff, while demonstrating organizational acumen, political awareness and understanding of regional history. The successful candidate will have demonstrated experience in building a public-sector legal team that provides career opportunities for staff to make significant contributions to the organization and the community. Deep knowledge of land-use regulations and practices, human resource related laws and Public Law 280 will serve as an asset to the next County Counsel. The successful candidate will have a well-developed ability to be preceptive and intuitive, combined with strong communication skills. A demonstrated commitment to diversity, equity and inclusion will be essential to the success of the next County Counsel. A candidate with experience in Child Welfare Services is also desirable.
The annual salary range for this position is $193,710 - $219,169.

Kansas Public Employees Retirement System
The Kansas Public Employees Retirement System (KPERS or the “System”) in seeking a Deputy Chief Investment Officer for Public Markets. KPERS provides retirement benefits for approximately 327,000 members. At the close of Fiscal Year 2022, the System held assets under management in excess of $24.3B.
KPERS is headquartered in Topeka, KS and is within easy commuting distance to Lawrence KS, home of the University of Kansas, and to the western suburbs of Kansas City.
The Deputy Chief Investment Officer for Public Markets reports directly to the Chief Investment Officer. The Deputy Chief Investment Officer Public Markets serves in a senior leadership role and oversees management of the System's public market asset classes. The System's public market portfolios includes equity, core fixed income, yield driven, cash equivalents, inflation linked bond and overlay strategies. The Deputy Chief Investment Officer for Public Markets provides expert analysis, commentary, and recommendations to the Chief Investment Officer on the overall direction of the System's public market asset classes and portfolios, including portfolio structure and investment mandates. These assets represent approximately 75% of the System's target allocation for the total portfolio.
The System is looking for candidates who have eight or more years of relevant experience in the field of investments, portfolio management, or external investment manager oversight for a pension plan, endowment, foundation, or similar institutional investor. An undergraduate degree and the Chartered Financial Analyst designation are also required.
KPERS offers compensation that includes a competitive base salary and incentive bonus that may represent a meaningful addition to base salary. Benefits include a generous time off package that includes paid holidays, sick and parental leave, and vacation leave based on years of equivalent professional experience. KPERS also offers a hybrid work schedule with the option to work from home two days per week.

Louisiana State Police Retirement System
Position: Chief Investment Officer
Job Description: The Louisiana State Police Retirement System, a $1 billion pension fund in Baton Rouge, Louisiana seeks an experienced investment professional to administer the diversified portfolio of externally managed assets. Five years of investment management experience and a bachelor's degree in business, accounting, economics, or finance is required (Master's degree preferred). CFA designation is preferred. The Pennsylvania State Employees' Retirement System seeks an individual to join our INVESTMENTS AND BUSINESS TRANSACTIONS team. Our client is the State Employees' Retirement Board; we're not part of the Commonwealth's Office of General Counsel or Office of Attorney General.
This position completes assignments such as, but not limited to: serving as legal counsel; providing legal advice; preparing investment and non-investment transaction documents; preparing various agreements including, but not limited to, investment management, limited partnership, side letter subscription, collective investment trust, and derivatives broker; formulating responses to federal and state legislation and regulations affecting financial and investment activity; providing counsel on (i) non-investment transactional matters (e.g., the procurement of goods and services for the agency), and (ii) securities litigation, bankruptcy and other business-related matters; formulating and implementing Board policies, procedures, and controls on financial and investment matters; and assisting other team members as requested.
