Baltimore City Fire and Police Employees' Retirement System

BCFPERS is the administrator of a single employer defined benefit local government retirement plan. The System provides normal monthly retirement benefits as well as death and disability payments. BCFPERS is a component unit of the City of Baltimore. As of June 30, 2022, the System held assets under management of $2.96B.

The Executive Director serves as the chief executive officer and reports directly to the Board. The Executive Director manages the day-to-day operations of the System, including administration of benefits. The CalSTRS Audit Services Division is seeking a motivated individual to work as an Associate Management Auditor on the Internal Audits Team. Under the supervision of the Staff Management Auditor (Supervisor), the incumbent receives on-the-job training in planning, conducting and reporting results of CalSTRS' internal audits. Audit work is performed in accordance with applicable State policies and procedures; the Institute of Internal Auditors International Standards for the Professional Practice of Internal Auditing (ISPPIA); and its Practice Advisories and Code of Ethics. This position requires the ability to work independently under close supervision and on-the-job training to learn to develop audit objectives, conduct preliminary surveys, prepare audit plans, and develop audit programs that achieve audit objectives of specific audits and special projects. The CalSTRS Office of the General Counsel is seeking Multiple highly motivated individuals to work as an Attorney III on the Litigation Services Unit. The CalSTRS Accounting Division is seeking a highly motivated individual to work as an Accounting Administrator I, Supervisor on the Administrative Accounts Payable team. The Operational Accounting Division is comprised of three units: Billings and Collections, Disbursements and Taxes, and Contributions. These areas focus on accounting for CalSTRS “cash collection” cycle; “procure to pay” cycle, “disbursement” cycle (specifically timely distribution of retirement checks as well as issuing member refunds), as well as accounting for contribution activities. The Administrative Accounts Payable Unit manages travel payments, vendor disbursements, and employee advances. Also reconciles and posts inter-agencies charges.

Under general supervision of the Accounting Administrator II, the Accounting Administrator I (AA I) Supervisor manages and provides guidance to a team of accounting staff performing fiscal and accounting activities and tasks within the Administrative Accounts Payable Unit. The AA I performs complex accounting duties associated with the analysis of administrative accounting activities, while ensuring compliance with Federal and State rules and regulations. The incumbent must have an in-depth knowledge and understanding of Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board Pronouncements, the Uniform Accounting System, State Administrative Manual, and related Federal and State tax requirements and law, rules, and regulations.

The CalSTRS Financial Planning Division is seeking a highly motivated individual to work as a Financial Accountant I (Specialist) on the Cost Accounting Team. The Financial Planning, Accounting and Reporting Division is responsible for developing and maintaining the annual financial planning processes, preparing accounting records and managerial reports detailing cost and performance information, and coordinating and preparing the financial statements in compliance with generally accepted accounting principles. The Cost Accounting Unit defines and maintains CalSTRS cost objects and allocation methodology; monitors periodic cost allocation transactions and resulting program, organizational unit, and fund costs; and provides “actual” results for performance management.

Under the general supervision of the Financial Accountant IV in the Cost Accounting unit, the Financial Accountant I (FA I) performs complex technical and specialized cost accounting, research, analysis and reporting tasks and activities where the error of risk is substantial to the organization. The FA I maintains an accounting and allocation framework to measure, allocate and report financial and statistical data across the Teachers' Retirement System's pension and operational programs; extracts, analyzes and presents financial data to drive improvement in performance management, financial reporting and operational control functions. The FA I also acts as a technical expert, independently establishing and maintaining the technology appropriation budgets in accordance with the CalSTRS board and Legislative approvals; and acts as a subject matter expert for the organizational management and personnel administration (OMPA) module within BusinessDirect (BD).

The CalSTRS Accounting Division is seeking a motivated individual to work as an Accounting Officer (Specialist) on the Accounts Receivable (AR) Team. The Operational Accounting Division is comprised of three units: Billings and Collections, Disbursements and Taxes, and Contributions. These areas focus on accounting for CalSTRS “cash collection” cycle; “procure to pay” cycle, “disbursement” cycle (specifically timely distribution of retirement checks as well as issuing member refunds), as well as accounting for contribution activities.  The Accounts Receivable Unit monitors and collects overpaid member accounts, excess earnings, employer retirement incentives and administrative receivables. The Unit also reviews the delinquency report and analyzes collectability of accounts. They prepare written correspondence and collection letters, journal, and accrual entries, and perform monthly reconciliations between sub ledger and general ledger accounts.

Under the general supervision of an Accounting Administrator II (Supervisor), the Accounting Officer (Specialist) (AO) performs professional accounting tasks and duties of average difficulty within the Accounts Receivable unit. The AO (Specialist) is responsible for the daily maintenance of assigned receivable and general ledger (GL) accounts. Tasks include leading in the review and applying payments, making complex adjustments, reviewing delinquent accounts, collection activities, refunds, research, clearing and reconciliation of assigned GL accounts. The incumbent is expected to identify the more moderate and complex problematic areas related to GL accounts, prepare, and submit documents to management with alternatives and a recommended course of action; if adopted, implement the result(s).

The CalSTRS Office of the General Counsel is seeking a highly motivated individual to work as an Attorney IV on the Office of Legal Ethics & Accountability Team. City of Cincinnati Retirement System

The City of Cincinnati, is seeking a Retirement Executive Director to lead the Cincinnati Retirement System (CRS). CRS includes a single employer defined benefit Pension Plan for general employees that includes a deferred retirement option program (DROP), and a retiree health care benefits. Combined Pension Trust and OPEB Trust assets are $2.2B. CRS serves approximately 3,000 active members and 4,300 pensioners.
 
The Retirement Executive Director is appointed by and reports to the City Manager. The Retirement Executive Director is responsible for providing the support and guidance necessary for the Board to discharge its fiduciary responsibilities to plan participants and ensure that CRS administers the complex benefits structure accurately. This role will direct a staff of fourteen through five direct reports.

City of San Diego

The Chief Investment Officer reports to the City Treasurer and is responsible for overseeing the Investments Division for the Department.  The Investments Division is responsible for the management of the City's pooled investment fund of approximately $2.8 billion in accordance with the City Treasurer's Investment Policy.  The investment portfolios are comprised of fixed-income investment vehicles and are managed to meet near-term cash flow needs; the Division also separately manages the investment of bond proceeds in accordance with the respective indenture agreements.

Missouri State Employees' Retirement System (MOSERS)
MOSERS is seeking a Head of Private Markets to join its investment program. As the Head of Private Markets you will lead the private market efforts at MOSERS and have oversight of private market team members and external manager relationships. In addition, this position will conduct/lead research into private markets and the potential subsequent strategic positioning of the MOSERS private market portfolio. The position will have the opportunity to allocate substantial dollars over the next few years as the private market portfolios grow in line with MOSERS asset allocation goals.   


How You'll Spend Your Time

  • Leading the private market asset classes which includes manager hiring, monitoring, and termination process for the private market external managers.
  • Overseeing staff and external manager relationships. Including daily monitoring of assigned managers, conducting due diligence meetings, and writing due diligence reports and contributing to portfolio construction discussions.
  • Will lead private market meetings to inform staff about current market conditions, current positioning, manager performance, and research projects.  Other staff may lead some of these meetings as well.
  • Producing/overseeing research on markets and sub-class allocation for use in asset allocation decisions.
  • Recommending and implementing strategic, value-added allocations across private markets.
  • Tracking external research sources including interacting with senior research/portfolio management professionals in the investment management and investment banking industries to provide useful insight into markets and investment opportunities.
  • Working with internal staff, investment managers, and software vendors to ensure the quality of the data in the risk measurement and custodian systems.
  • Developing and running reports in investment statistical software systems for use in the investment decision making process.
  • Preparing presentations and presenting them to MOSERS' Board of Trustees.
What we're looking for in the ideal candidate: 
  • Bachelor's degree in business administration, economics, finance, or closely related field with minimum of 7 years of broad institutional private market investment experience is required. Master's degree is strongly preferred.
  • Strongly preferred Chartered Financial Analyst (CFA) and/or Chartered Alternative Investment Analyst (CAIA) designation.
  • Supervisory Experience Preferred
  • Strong analytical and data analysis skills are required.
  • Advanced knowledge of private market investments, economic theories, and portfolio management.
  • Strong communication skills, both written and verbal, are required with experience making formal presentations preferred.
  • Ability to maintain confidentiality.
  • Ability to establish positive working relationships with MOSERS staff, members, outside vendors, and other contacts.
  • Ability to demonstrate integrity and high degree of ethics.
  • Someone who can work independently and manage your time efficiently with minimal oversight

Employer Services Supervisor: This position exists to plan, coordinate and supervise daily business operations of all employer reporting and contribution activities to ensure that the receipt, reconciliation, and posting of approximately $1.4 billion annual employee and employer contributions and related interest complies with all legal and administrative requirements including Minnesota Statutes 353 and 356. This position develops and implements strategic vision and action plans in accordance with PERA's mission and serves as business owner of PERA's Employer Reporting and Information System (ERIS) online portal through engagement with both internal and external stakeholders, PERA's product owners and information systems. This position offers a hybrid work schedule which includes telework days and in office days at the PERA office building in St. Paul. This posting closes on July 5, 2023.

SURS' Chief Investment Officer (CIO) is an executive leadership position that reports directly to the Executive Director with a dotted line report to the SURS Board of Trustees. As the System's strategic investment leader, the CIO is responsible for directing the management of SURS' investment portfolio within the goals established by the board and will have the board organizational responsibilities that generally accompany the position of the senior investment leader. The CIO is responsible for the development of an innovative, long-range, and comprehensive investment vision and strategy. The CIO will primarily be held accountable for and measured by investment performance and generating returns in excess of appropriate benchmarks, while appropriately managing risks. The CIO should be a strong leader that exhibits the values of SURS such as being honest, ethical, trustworthy, collaborative, inclusive and professional. The position serves on the Executive Leadership Team and supervises the Deputy Chief Investment Officer.
