Professional Bio

Carol Stukes-Baylor serves on the NCPERS executive board as secretary. She was first elected to the NCPERS executive board in 2005.

Stukes-Baylor currently serves as a trustee on the City of Philadelphia Board of Pensions and Retirement. She serves as chairperson of the medical panel; is a member of the personnel, deferred compensation, proxy, and travel policy committees; and is a member of the real estate and diversity subcommittees. She was first elected to the City of Philadelphia Board of Pensions and Retirement board of trustees in 1994.

Stukes-Baylor has served as a local employee for 41 years. She worked for the City of Philadelphia in several positions, including as a budget analyst in the Department of Behavioral Health and Intellectual Disability Services during her last 20 years of service.

She holds a BS in accounting from LaSalle University and an MSA in human resources management from Lincoln University. She received a certificate in trustee education from the International Foundation of Employees Benefit Plans (2001 and 2002) and Wharton School of Business (2002). She is a member of Sigma Beta Delta Honor Society. She is the vice chairperson of Mid-Atlantic Plan Sponsors.

Ms. Stukes received many awards and recognition including being an honored member of Cambridge Who’s Who (2008) and Trustee of the Year Award. She also completed the Trustee Education given by the International Foundation of Employees Benefits (2001 and 2002) and Wharton School of Business (2002).

Stukes-Baylor serves on the Usher Board and National Black Catholic Congress Committee of Our Lady of Hope Catholic Church. She also serves on the board of the Mayor’s Office of Community Services’ Foster Grandparent Program and Mercy Neighborhood Ministries of Philadelphia, Inc. She is a member of Sigma Beta Delta Honor Society.
